A Shawano man has been charged in federal court with the production of child pornography, allegedly involving a two-year-old girl, an offense punishable by a statutory minimum of 15 years in prison.
According to an affidavit by FBI Agent Sharon McLaughlin, Brandon M. Boogren, 29, was apprehended after FBI in Milwaukee-Green Bay received a lead from the FBI in Houston on June 3 regarding a case they were investigating.
FBI Houston passed information from a May 16, 2019, conversation on WhatsApp including a phone number later identified as belonging to Boogren. On the same day, Boogren sent four videos of a minor appearing to be about two years of age engaged in a sexually explicit activity.
The videos weren’t saved to the phone, but two thumbnail images were which depicted Boogren and the child inside a residence.
On June 3, 2024, FBI and Shawano police interviewed Boogren during which he confirmed that the phone number had been his. After initially denying any wrongdoing, he was shown the images and portions of the WhatsApp chat and admitted to his involvement in the offense.
Brandon was arrested, made his initial court appearance on June 6 and was placed in temporary detention. On June 13, he was released from custody on standard conditions.
He was indicted on June 17 and arraigned June 23. No further court dates have been set.
In addition to a mandatory minimum 15-year sentence, if convicted, Boogren also faces a fine of up to $250,000, assessment imposed on child pornography producers, placed on the sexual offender registry and a maximum of lifetime supervised release.
