A new roof for the Crawford Center at the Shawano County Fairgrounds took another step forward Dec. 7 when the Shawano County Public Property Committee endorsed a bid for the project.
A base bid of $243,000 from Mathena Roofing and Sheetmetal was accepted by the committee, with the executive committee to discuss and debate two alternate projects that could add another $130,000 to the cost.
Steve Dreher, manager of the county maintenance department, said two bids were received, although one did not offer a bid on a Firestone product as required. The existing roof is a Firestone product.
In addition to the base bid, there were two alternates officials were seeking pricing on as well. First was removal and replacement of gutters and downspouts. Second was an additional 4 inches of insulation on the roof.
Mathena Roofing and Sheetmetal bid an additional for $13,500 for the first alternate and $118,260 for the second. With both alternates, the total cost would be $374.760.
The second bidder, Custofoam, offered a Carlisle roof instead of a Firestone. Dreher said this company was very tenacious in discussing the bid, and they believe the Carlisle roof is as good as the Firestone.
The Custofoam base bid was $190,620, with the gutter project at $25,588 and the insulation at $164,115. The total cost would be $380,323.
“They were told they could bid the Firestone and propose an alternate,” Dreher said. “Obviously, they did not pay attention to the bidding instructions.”
Discussion on which bid and when to forward it to the executive committee and possibly the county board ensued.
“If we pass it here today and forward it on to the executive committee and they approve doing it using ARPA money, we don’t have to go to the full board,” said Supervisor Tom Kautza.
Committee members agreed to forward the Mathena bid to the executive committee. With that committee’s December agenda already set and full of other items, it will be brought up at the January meeting.
Prior to the discussion on the bids, Shawano hockey coach Adam Gafner reiterated his and the hockey league’s desire to help the county make the building a financial success throughout the year.
“We are here, as a community to support, your board and that facility and the fundraising during the other time of the year that the hockey league is in there,” he said. “I’m fully aware from the spreadsheet standpoint that it’s a money pit when you look at it from the sky down.”
He again said the league would like to consider installing a interior subroof about 20 feet below the actual roof to help insulate the rink. He said the league investigated the costs a few years ago and had a rough figure of about $70,000, which he said the hockey league would pay for if the county would agree to a long-term lease for the building.
Right now, the league has a one-year lease to use the Crawford Center.
From a donor’s standpoint, Wendy Crawford said energy efficiency grant money might be available to help with the costs. She, too, suggested a long-term lease.
“We’re interested in the future story,” she said. “In order for donors to donate to the future, we need that future story, we need that commitment to that building.”
Dreher noted that lease negotiations will begin again soon.
