The Shawano County clerk is retiring.
Shawano County Board Chairman Tom Kautza said he was informed by Sheriff George Lenzner of Kara Skarlupka’s resignation. According to state law, a county clerk’s resignation is done through a letter to the sheriff, who then informs the county board chairman.
“It’s quite simple; she’s retiring,” Kautza sad when asked about the resignation. “She said it’s time to begin a new chapter in her life.”
Skarlupka’s last day of employment will be July 11, Kautza said.
Skarlupka did not respond to a phone message or email regarding her resignation.
In November, Skarlupka was elected to a four-year term that ends Dec. 31, 2028.
A job posting for the county clerk’s job was listed on the county’s website June 5.
Vacancies in the position are filled by appointment of the county board at the recommendation of the executive committee, which can either be for the remaining length of the term or until a special election is held before the end of the term.
Kautza said the appointment will be for the remainder of the term.
“Because of the expense of a special election, we will post the position and take applications to fill the rest of the term,” he said.
Kautza said June 10 the county has already received a couple of applications.
“Like the other nonsense going in, we just can’t talk about personnel issues,” he said, presumably in reference to ethics complaints filed against county officials.
The clerk operates under the direction of the county board. The clerk is responsible for carrying out the functions and responsibilities set forth in Wisconsin state statutes and other duties as delegated by the county board.
The clerk serves as the election official for the county; oversees the election process of various federal, state, county, school board and local elections; serves as the clerk of the county board and custodian of records adopted by the board; issues marriage licenses and permits to the general public; and provides general information to the public.
The current pay rate is $72,904.67 per year.
Erica Davel is the current deputy county clerk, and Charlene Milavitz is the assistant deputy county clerk. According to state law, any county supervisor, county clerk, county treasurer, coroner, register of deeds or county surveyor who resigns must do so with a notice to the county sheriff.
In the case of a coroner or register of deeds, the sheriff must then notify the governor. In case of a county supervisor, county clerk, county treasurer or surveyor, the sheriff must notify the chairperson of the county board. After the sheriff notifies the correct party, he or she files the resignation with the county clerk.
