Robert P. Dulka, 30, Green Bay, was sentenced to two years incarceration and three years extended supervision on charges of operating while intoxicated, fourth offense within five years, on April 7 in Little River. Charges of operating with prohibited blood alcohol content (alcohol fine enhancer, fourth within five years) and a misdemeanor charge were dismissed by the court. After one year, he is eligible for challenge and substance abuse programs. He must obtain full-time employment and participate in alcohol and other drug abuse assessment, treatment and aftercare. He must maintain absolute sobriety and pay fines totaling $1,449 and all Department of Corrections fees during his extended supervision. He has a demerit of 6 points on his driver’s license, which is revoked for three years. After the driver’s license is renewed, he is required to use the ignition interlock system for three years on any vehicle owned or operated by him.
Jason R. Hensel, 31, Suring, was sentenced to one year, six months incarceration, imposed and stayed, and two years extended supervision, imposed and stayed, on a felony charge of possession of THC, second offense, April 2 in Little Suamico. The court dismissed a misdemeanor charge and all citations. He must obtain full-time employment, participate in alcohol and other drug abuse assessment, treatment and aftercare and maintain absolute sobriety.
Zachary J.E. Romnek, 19, Neenah, was sentenced to five years of Department of Corrections probation, with the condition of one year in the county jail, for felony charges of homicide by intoxicated use of vehicle and knowingly operating a motor vehicle while suspended license, cause of death, on March 29 in Riverview. All other charges were read in and dismissed. He was ordered to visit the location of the accident on the anniversary date of victim’s death for five years. A sentence of five years incarceration and five years extended supervision was imposed and stayed. He received credit for 41 days in the Outagamie County Jail. He must participate in alcohol and other drug abuse assessment, treatment and aftercare and maintain absolute sobriety. He has a demerit of 6 points on his driver’s license, which is revoked for one year. After the driver’s license is renewed, he is required to use the ignition interlock system for one year on any vehicle owned or operated by him.
Brandon L. Mcnamer, 20, Oconto Falls, was sentenced to three years probation on charges of expose child to harmful material April 28 in the town of Oconto Falls. A sentence of one year, six months incarceration and two years extended supervision was imposed and stayed. He must maintain compliance with the sex offender registry program, including assessment, treatment and all programming. He is to have no devices that may connect to the Internet. He is also required to obtain full-time employment or schooling.
Proceedings from Nov. 21
An initial appearance was held for Matthew M. Casper Jr., 30, Oconto, on a felony charge of child abuse intentionally cause harm (domestic abuse) and three misdemeanor charges from Nov. 20 in Oconto. The court set a $2,500 cash bond with conditions of no contact with the victim and absolute sobriety. A continued initial appearance is Dec. 11.

Steve C. Benjamin, 47, Pulaski, pleaded not guilty to six misdemeanor charges and a felony charge of strangulation and suffocation on Sept. 27 and 28 in Chase. A $1,500 cash bond continues. A pretrial conference is Dec. 5.
Proceedings from Nov. 11
Kendall L. Vanwychen, 32, Crivitz, pleaded no contest to a felony charge of felon possession of a firearm, and the court amended it to a misdemeanor charge. He pleaded no contest to bail jumping and five misdemeanor charges and not guilty to intentionally pointing a firearm at a person on May 27, 2013, in Riverview. A $15,000 cash bond continues. Sentencing is Jan. 5.
Sentencing was withheld for one year for Alexander S. Arias, 18, Green Bay, who pleaded no contest to felony charges of contribute to delinquency of acts and omissions, party to a crime, Nov. 2 to Nov. 12 in Mountain. Arias was placed on probation one year, with the conditions of no contact with the victim or the victim’s sister. He is to participate and successfully complete all assessments, evaluations and treatments as directed by the Department of Corrections. The court is willing to grant an expunction if he completes the sentence and probation successfully and stays crime free for one year. The court dismissed the charge of exposing genitals to a child.
An initial appearance was held for Gregory M. Anders, 55, Oconto, on felony charges of possession of child pornography (10 counts) on Nov. 13 in Oconto. The court set a $150,000 cash bond with conditions of no possession of any electronic device capable of accessing the Internet and no contact with the victim or anyone under 18. A continued initial appearance is Dec. 11.
Erik D. Whalen, 49, Green Bay, pleaded not guilty to felony charges of misstating facts in food stamps and public assistant fraud and benefits between Sept. 1, 2011, and April 30, 2013. A $5,000 signature bond continues. A pretrial conference is Dec. 11.
Daniel L. Zimdars, 46, Pulaski, was sentenced on three felony charges of possession of child pornography which occurred Aug. 6 in Chase. He was sentenced to 10 years incarceration and 10 years extended supervision on each count, to run concurrent. The court read in and dismissed seven other counts. He is to have no contact with minors without prior approval, must complete any assessments, evaluations and treatments including sex offender treatment and after care. He must not possess or use any electronic devices that can connect to the Internet and may not have a email address or anything requiring password protection.
