Proceedings of March 24 • Kelly S. Urbanek, 63, Oconto, was sentenced to 10 years in prison, followed by five years of extended supervision with conditions, for second-degree sexual assault of a child, in connection with an incident that occurred Aug. 23, 2023. Judge Michael Judge gave him credit for 578 days already served. • James Roger Jordan, 71, Suamico, was sentenced to 120 days in county jail for possession of methamphetamine, in connection with an incident that occurred Feb. 2, 2023. Judge ordered him to report to the jail by 3 p.m. May 2. • Pa Ying Xiong, 57, Green Bay, was placed on two years of probation with conditions after Judge withheld sentencing for operating a motor vehicle while intoxicated (fourth offense) in connection with an incident that occurred Sept. 30. The judge revoked Xiong’s driver’s license for 36 months and ordered ignition interlock devices installed in his vehicle for 12 months. • Clarence S. Trepanier, 76, Suring, pleaded no contest to second-degree recklessly endangering safety, in connection with an incident that allegedly occurred March 24, 2024. Judge scheduled sentencing for May 28 and ordered a pre-sentence investigation. • Bond was set at $10,000 cash for Michael William Solchenberger, 34, Algoma, after he was charged with exposing a child to harmful material, threats to expose derogatory information and misdemeanor counts of criminal damage to property, disorderly conduct, stalking, threatening or obscenity in a computer message, and posting or publishing a private representation without consent, in connection with incidents that allegedly occurred March 22 and 23. Judge adjourned his initial appearance until April 24. • Bond was set at $10,000 cash for Angel Arturo Arias Hernandez, 23, Chicago, after he was charged with possession with intent to deliver cocaine and misdemeanor possession of THC, in connection with an incident that allegedly occurred March 20. Judge adjourned his initial appearance until April 22. • Bond was set at $1,500 cash for Joshua M. Samz, 43, Gillett, after he was charged with child abuse recklessly causing harm, in connection with an incident that allegedly occurred March 23. Judge adjourned his initial appearance until April 24. Proceedings of March 27 • Douglas Andrew Delveaux, 52, Oconto, waived his right to a preliminary hearing and was bound over on charges of strangulation and suffocation and misdemeanor counts of battery and disorderly conduct, in connection with an incident that allegedly occurred Feb. 11. Judge Jay Conley scheduled arraignment for April 24. • Bond was set at $1,500 cash for Heather L. Koutnik, 38, Peshtigo, after she was charged with misappropriating identity information to obtain money, in connection with an incident that allegedly occurred Feb. 25, and misdemeanor theft of movable property, in connection with an incident that allegedly occurred Jan. 11. Conley adjourned her initial appearance until April 24. Proceedings of March 28 • Bond was set at $10,000 cash for Jenny L. Tennant, 46, Gillett, after she was charged with felony bail jumping in connection with an incident that allegedly occurred Oct. 29, and escape from criminal arrest and two misdemeanor counts of resisting or obstructing an officer, in connection with an incident that allegedly occurred March 25. Judge adjourned her initial appearance until April 24. • Bond was set at $5,000 cash for Robert Lee McDonald, 46, Suring, after he was charged with strangulation and suffocation, victim intimidation and misdemeanor counts of battery and disorderly conduct, in connection with an incident that allegedly occurred March 27. Judge adjourned his initial appearance until April 24.
