Proceedings of March 31 • Michael Ravanelli Perkins, 41, a Green Bay man serving time at Racine Correctional Institution in Sturdevant, was sentenced to four years in prison, followed by five years of extended supervision with conditions, for possession with intent to deliver amphetamine or methamphetamine and maintaining a drug trafficking place, in connection with an incident that occurred June 12, 2024; felony bail jumping, in connection with an incident that occurred July 17, 2023; and felony bail jumping and a misdemeanor charge of resisting or obstructing an officer, in connection with an incident that occurred Dec. 15, 2023. Judge Michael Judge ruled that after serving two years, Perkins will be eligible for the Substance Abuse Program, which can lead to early release upon successful completion. • Randy H. Lucas, 32, Suring, was sentenced to one year and six months in prison, followed by two years of extended supervision with conditions, for making terrorist threats and a misdemeanor count of disorderly conduct, in connection with an incident that occurred Sept. 28. Judge gave him credit for 28 days already served and scheduled a restitution hearing for May 5. • Chelsea Belle O’Donnell, 27, Amberg, was placed on two years of probation after Judge Jay Conley imposed and stayed a prison sentence for possession of methamphetamine, felony bail jumping and a misdemeanor count of resisting or obstructing an officer, in connection with an incident that occurred Oct. 11. Conley gave her credit for 33 days served in county jail. Proceedings of April 2 • Tanya Ann Kamps, 50, Abrams, pleaded no contest to two counts of possession with intent to deliver cocaine, and maintaining a drug trafficking place, in connection with incidents that occurred June 5 and 6, 2024; as well as manufacture with intent to deliver amphetamine and maintaining a drug trafficking place, in connection with an incident that occurred Oct. 5, 2023. Judge scheduled sentencing for May 28 and ordered a pre-sentence investigation. Proceedings of April 3 • Bond was set at $5,000 cash for Michael A. Holtger, 32, Oconto, after he was charged with two counts of battery or threat to a law officer and misdemeanor counts of criminal damage to property and disorderly conduct, in connection with an incident that allegedly occurred March 30. Prosecutors requested a competency exam for Holtger, and Judge Jennifer Moeller set a hearing for May 28.
