Construction on a U.S. Highway 141 frost heave mitigation project in Marinette and Oconto counties has been accelerated, with work now scheduled to begin in 2027 instead of the previously planned 2028 construction year, according to the Wisconsin Department of Transportation.
The project is located on about 8.3 miles of Highway 141 of between the state Highway 22 interchange in Oconto County and state Highway 64 interchange in Marinette County. The project is expected to improve the safety of Highway 141 and eliminate the severity of pavement heaving during the winter months.
Highway 141 frost heave mitigation improvements include:
• Removing sections of the existing concrete pavement on Highway 141 at 15 locations between Highway 22 and Highway 64.
• Removing sections of the existing concrete pavement at one location on the northbound on-ramp and one location on the southbound off-ramp at the County Road A interchange.
• Excavating 4 feet below the pavement surface to remove frost-susceptible soils and prevent reoccurrence.
• Backfilling the excavation with granular material.
• Placing new concrete pavement in the removal areas.
• Milling and resurfacing asphalt approaches at two railroad crossings in the project limit.
