Oconto County starts work on 2025 budget

Work has begun in earnest on the Oconto County budget for 2025, with the county board’s approval July 18 of the annual budget guidance letter.

The county is working its way through a 2024 budget that features $50,157,268 in expenditures and a county property tax levy of $22,061,436. In addition to the local property tax, other revenues include state aid, state and federal grants, license fees and charges for services.

Shawano School District approves prelim budget

The Shawano School Board gave approval to its preliminary budget June 10, beginning the process to refine things and have a final budget ready for approval in late October.

Student enrollment is expected to decline as it has been for several years, but expenses and revenues are expected to increase, according to financial consultant Bryan Kadlec.

“This (preliminary budget) helps to guide our operations from this point until the official budget is approved,” Kadlec said.

Council approves $15.56M budget for 2024

The Shawano Common Council signed off on a $15.56 million budget for 2024 on Nov. 15 where taxes are expected to drop for most property owners.

“We can continue the goals that you set for us, which is to continue to provide cost-effective services to our residents the best possible way that we can,” said City Administrator Eddie Sheppard to the council. “I think the budget we’re bringing forth tonight is in line with those goals.”

Oconto County Administrator Erik Pritzl compares the process of preparing the 2024 county budget to competing in the Door County Half-Marathon earlier this year.

“I thought the preparation that goes into that, to run up and down hills, I don’t know what the elevations are anymore, it’s just brutal,” Pritzl said as he introduced the final budget to the county board Oct. 26. “I think that preparation is easier than preparing the budget in some ways. It’s all just as much work, but here we got a team, which makes it a lot easier.”

Shawano County supervisors adopt budget, levy

Shawano County uses its annual budget of $73.3 million and 386 full-time equivalent employees to administer more than 330 mandated programs across 31 departments.

The 2024 budget and corresponding $17.99 million tax levy were approved by supervisors Oct. 25.

“Overall, we have a very lean budget,” Jim Davel, administrative coordinator, told supervisors as he touched on several key aspects of the budget.

Health rate increases will be between 5-6%, although the original plan was a 10% increase.

Final Shawano schools budget approved

The final budget for the Shawano School District got approval Oct. 23 after the residents attending the annual meeting approved the tax levy and the school board held a meeting after to approve it and the $35 million in funding it will receive during the school year.

About $12.9 million of that will be from local taxpayers through the levy. The remainder comes from state aid, federal grants, fees and other miscellaneous sources.

Shawano County projects 10.4% mill rate decrease

Shawano County property owners will see a 10.4% drop in the county tax rate if the proposed 2024 county budget is approved.

Supervisors and staff have put together a budget that features $69.93 million in revenue that includes $17.99 million in property taxes, expenses of $73.23 million and the use of the county’s reserve funds to cover the $3.3 million difference.

As a result, the tax rate is projected to decrease from $4.34 per $1,000 of assessed value to $3.89 per $1,000.

County budget hearing scheduled for Oct. 26

A $50.2 million county budget for 2024 is heading toward a public hearing scheduled for 9 a.m. Oct. 26 at the Oconto County Courthouse, 301 Washington St., Oconto.

The budget resolution was on the agenda for the county board’s Administration Committee meeting on Oct. 12, so some tweaking may be completed before the budget reaches the full board later this month.

Witt-Birn School Board approves $15.4M preliminary budget

The Wittenberg-Birnamwood School Board signed off on a $15.4 million preliminary budget July 31, although the final budget will look slightly different once the district knows its student count for the 2023-24 school year and how much funding it will receive from the state.

“It is not set,” said Superintendent Garrett Rogowski. “That will be provided to you in more detail at the annual meeting, but we, in July propose a 2023-24 budget based on the information we have.”

The process of creating an Oconto County budget for 2024 is officially launched with the county board’s July 20 approval of the annual budget guidance letter.

The letter, submitted by County Administrator Erik Pritzl and the board’s administration committee, is an outline of budget-making goals and recommendations for the year ahead.

The overall economy will have an impact on that process, Pritzl said.
