TIDs aid new construction growth in Clintonville

City increase above Waupaca County increase

CLINTONVILLE — New construction for 2019 in Clintonville is 1.29% higher than it was last year. The number is higher than the Waupaca County average of 0.96%.

“We have consistently increased over the last three years,” City Administrator Sharon Eveland told the Common Council at its Aug. 13 meeting. “We are trending upward, but still not where I really want us to be. But we are at least going up.”

The city of Clintonville had a total of $2.93 million in new construction in 2019. The figure ranks Clintonville 10th among municipalities in Waupaca County.

According to Eveland, the Tax Incremental Districts are doing well in Clintonville. Tax Incremental District 8 was mainly undeveloped land before the construction of four new apartment buildings increased the value from $781,200 to $2.06 million — an increase of $1.3 million. It is a 164% increase in valuation. The apartments are not yet complete, so the value of TID 8 will go up in 2020 when the constuction is completed.

TID 9 also had an area of undeveloped land but does include Clintonville Elevator, Specialized Products and Jepson Transport. The value of TID 9 increased from $4.6 million in 2018 to almost $5.8 million in 2019, which is an increase of more than $1.1 million. That is a 25% increase in value. Most of the increase in value in TID 9 comes from an expansion at Specialized Products when they added an additional building to the existing facilities.

Eveland has said the numbers, as far as the tax base is concerned, are looking good for the 2020 municipal budget.
