Proceedings of July 22

After a preliminary hearing, Brody J. Tappa, 35, Oconto, was bound over to circuit court on two counts of victim intimidation, child abuse recklessly causing harm, false imprisonment, substantial battery, and misdemeanor counts of battery and theft of movable property, in connection with an incident that allegedly occurred July 1, 2020. Arraignment was scheduled for Aug. 12.

After a preliminary hearing, William A. Riskus, 36, Oconto, was bound over to circuit court on two counts of felony bail jumping and misdemeanor resisting or obstructing an officer, in connection with an incident that allegedly occurred July 12. Arraignment was scheduled for July 28.

Bond was set at $11,500 cash for Daryl L. Upton, 42, Cecil, after he was charged with possession of amphetamine with intent to deliver, maintaining a drug trafficking place and misdemeanor possession of drug paraphernalia, in connection with an incident that allegedly occurred July 4. His initial appearance was adjourned to Aug. 12. Upton is also awaiting trial on charges of felony bail jumping and misdemeanor possession of drug paraphernalia, in connection with an incident that allegedly occurred Dec. 20.

Proceedings of July 21

Bruce S. Pirlott, 51, Green Bay, pleaded no contest to misdemeanor charges of resisting or obstructing an officer and misdemeanor conduct, in connection with an incident that occurred April 18. A felony stalking charge was dismissed in a plea agreement. Judge Jay N. Conley imposed but stayed a one-year county jail term and placed Pirlott on two years’ probation, during which time he must have no contact with the victim or his family, obtain and maintain treatment for mental health and follow through with any recommendations, complete any other assessments and follow through as deemed necessary by his agent and maintain absolute sobriety. He was given credit for 66 days served in the county jail.

After a preliminary hearing, Jacob M. Samsa, 31, Oconto, was bound over to circuit court on two counts second-degree recklessly endangering safety, two misdemeanor counts of battery and misdemeanor disorderly conduct, in connection with an incident that allegedly occurred May 22. Samsa filed a request for a substitution of judge; the new judge will scheduled arraignment and further proceedings.

Proceedings of July 20

Bond was set at $5,000 cash for David R. Riskus, 33, Oconto, after he was charged with possession of methamphetamine, in connection with an incident that allegedly occurred July 19. Judge Michael T. Judge revoked Riskus’ bail from an earlier case, in which he is awaiting sentencing after pleading no contest to possession of methamphetamine and three misdemeanor counts from Jan. 28. His initial appearance on the new charges was adjourned to Aug. 12.

Bond was set at $2,500 cash for Jordan Beverly Clark, 21, Oconto Falls, after she was charged with felony bail jumping and misdemeanor criminal trespass in connection with an incident that allegedly occurred July 19. Her initial appearance was adjourned to Aug. 12.

Proceedings of July 19

Jonathan D. Evernham, 34, Denmark, was sentenced to 18 months in prison, followed by two years of extended supervision, for exposing himself to a child, in connection with an incident that occurred March 17, 2018. Among other conditions, Judge Jay N. Conley ruled that during extended supervision Evernham have no contact with the victim or the victim’s family members or their residences, no contact with anyone under the age of 18 without approval from his probation agent or treatment team, comply with the sex offender registry as required and comply with any sex offender treatment as recommended.

A final pre-trial conference and motion hearing were completed for Christopher M. Early, 46, Oconto, who is scheduled to stand trial Aug. 18-20 on charges of injury by the intoxicated use of a motor vehicle and with a prohibited alcohol content, in connection with a crash that occurred Jan. 26, 2019, and second-degree sexual assault and misdemeanor disorderly conduct, in connect with an incident that allegedly occurred Dec. 16, 2018.

Proceedings of July 16

Austin Michael Hartmann, 25, Shawano, waived his right to a preliminary hearing and pleaded not guilty to bail jumping, possession of methamphetamine, misdemeanor possession of THC and drug paraphernalia, in connection with an incident that allegedly occurred Aug. 16. A pre-trial conference was scheduled for Aug. 12.

On the prosecutor’s motion, charges were dismissed without prejudice against Tykeisha Neshay Miller, 29, Menominee, Michigan, who had pleaded not guilty to charges of possession of a firearm by a person convicted of a felony, possession of an illegal article and misdemeanor possession of THC, in connection with an incident that allegedly occurred Dec. 5.
