Criminal complaints filed in Shawano-Menominee Circuit Court

Sexual assault

Two Shawano County Jail inmates have been charged with sexually assaulting another inmate at the jail on two separate occasions.

Deion J. Boivin, 26, of Keshena, and Robert G. Wallace, 29, of Shawano, are each facing a charge of first-degree sexual assault, which carries a maximum possible penalty of 60 years in prison, and fourth-degree assault, which carries a maximum nine months imprisonment and $10,000 fine.

Boivin is also charged with a felony count of assault by prisoners and Wallace is also charged with a misdemeanor count of battery.

The alleged assaults on the 31-year-old male inmate took place on June 22 and June 25, according to the criminal complaint.

According to the complaint, one of the incidents took place in the dayroom during evening meal time, but occurred out of view of jail cameras.

Another allegedly occurred in the victim’s jail cell while he was lying on his bunk.

Judge William Kussel Jr. set a $20,000 bond for both men, both of whom are due back in court for an adjourned initial appearances Monday.

Felony OWI

A Shawano man is facing a felony charge of seventh-offense drunken driving after a reckless driving complaint in the city Monday.

James A. Vigue, 65, could face a maximum 12½ years in prison and $25,000 fine if convicted.

Police responded to a call around 8 p.m. about a silver van that was “all over the road and striking cones in the construction zone” on East Green Bay Street.

According to the criminal complaint, police spotted the van on Second Street and observed it cross over into the wrong lane of traffic before the van turned onto Franklin Street and pulled into a driveway.

Vigue was taken to ThedaCare medical center for a blood draw, but those results were not yet available.

Because of previous convictions for operating while intoxicated, Vigue was restricted to a 0.02 percent blood/alcohol count.

According to court records, Vigue had five previous OWI convictions in Shawano County and one in Oconto County between 1993 and 2004.

Vigue was ordered held on a $6,000 cash bond and is due in court for an adjourned initial appearance Monday.

Other criminal complaints recently filed in Shawano-Menominee County Circuit Court:

• Cheyenne M. Kabble, 20, of Clintonville, was charged with felony counts of possession of methamphetamine and bail jumping after being pulled over in Shawano on Aug. 3. She could face a maximum 3½ years in prison and a $10,000 fine if convicted of the drug charge. She was ordered held on a $500 cash bond and is scheduled for a preliminary hearing Aug. 19.

• Alisha C. Henning, 27, of Shawano, was charged Monday with a felony count of possession of narcotic drugs (heroin), as well as misdemeanor counts of possessing marijuana and drug paraphernalia. She could face a maximum 3½ years in prison and a $10,000 fine if convicted on the felony count. Henning posted a $500 cash bond and is due back in court for an adjourned initial appearance Aug. 26.

• Katie L. Nielson, 29, of Clintonville, was charged with felony counts of possession of methamphetamine and bail jumping. Nielson was arrested when authorities executed a search warrant at a residence in the town of Richmond on July 31. She could face a maximum 3½ years in prison and a $10,000 fine if convicted of the drug charge. She was ordered held on a $500 cash bond and is due in court for an adjourned initial appearance Aug. 26.

• Thomas J. Parker, 61, of Wausau, was charged Monday with a felony count of fourth-offense operating while intoxicated. He posted a $500 cash bond and $1,500 signature bond was due back in court for an adjourned initial appearance Aug. 26. He could face a maximum six years in prison and $10,000 fine if convicted.

• Jamie J. Johnson, 29, of Shawano, was charged Monday with felony domestic abuse-related disorderly conduct and two felony counts of bail jumping, as well a misdemeanor count of domestic abuse-related criminal damage to property. He was ordered held on a $2,000 cash bond and is scheduled for a preliminary hearing Aug. 15.
