2 arrested on drug charges after citizen report

Couple found slumped over in vehicle by passerby

SHAWANO — City police are crediting the awareness of a local resident who reported a suspicious incident last weekend with providing information that led to the arrests of two people on drug charges.

An anonymous citizen flagged down an officer Saturday morning to report two people slumped over in a vehicle parked in a lot in the 1100 block of Waukechon Street.

Within a few minutes, Officers Michelle Kamba and Tyler Thornborrow found the vehicle with two unresponsive people inside. The officers were eventually able to arouse them and get them out of the vehicle.

During the investigation, evidence of drug possession and use was uncovered, police said.

Manuel Mendoza, 39, of Keshena, and Dolores E. Garcia, 36, of Green Bay, were arrested for possession of methamphetamine and bail jumping. Garcia was also charged with possession of marijuana.

“This is another example of a community member being aware and helping us to continue our efforts to get drugs out of our neighborhoods,” Police Chief Dan Mauel said. “Great job Officers Kamba and Thornborrow.”

Mendoza and Garcia were charged Monday. They could face a maximum 3½ years in prison and $10,000 fine if convicted of possession of methamphetamine and six years and a $10,000 fine for bail jumping.

Mendoza was ordered held on a $2,500 cash bond by Judge James Habeck. He is scheduled for an adjourned initial appearance on Sept. 19.

Garcia was ordered held on a $750 cash bond by Habeck and is scheduled for an adjourned initial appearance Sept. 9.
